The ballot proposal would prevent the governor from setting up the exchange, which is required by Obamacare, and would require approval from lawmakers or voters to create the health insurance marketplace. The summary that voters will see on Nov. 6 reads: “Shall Missouri Law be amended to prohibit the Governor, or any state agency, from establishing or operating state-based health insurance exchanges unless authorized by a vote of the people or by the Legislature?” Your "YES" vote will mean yes on Prop. Most research of this nature takes place on college campuses. Places of higher education. The only human cloning prohibited by law (from Amendment 2) is reproductive cloning. Cloning for research purposes is not prohibited. In addition, this new fund is not subject to the protective language that currently exists in statute (197.1127) that prohibits the funds from being used for human cloning and the destruction of human embryos for research purposes.
